History State Life Housing Society
SHORT HISTORY AND DEVELOPMENT STATUS OF THE STATE LIFE INSURANCE EMPLOYEES COOPERATIVE HOUSING SOCIETY LTD
1. The above named society was floated for the benefit of State Life and other insurance employees in the year 1988.
2. It was registered by the Deputy Registrar Cooperatives under registration No. 1285 on 9-10-88.
3. Total number of members of Phase-I is 2492 as on 30-10-2011 and phase-II is 8547 as on 30-10-2011.
4. The society got the town planning of phase-I done from M/S. NESPAK over an area of 2621 kanals. The planning was approved by the District Council Lahore on 03-10-1994. Revised plan of Phase-I over an area of 4150 Kanals is submitted to Nisthar Town for approval.
5. The development according to the approved plan of Phase-I was undertaken.
6. The detail of plots of phase-I is given hereunder.
(i) Kanal plot = 1356 Plots. (ii) 10-Marlas Plots= 749
(ii) 5-Marlas Plots= 1569
7. Total length of the Roads of different breadths uptill 30-06-2011 is given hereunder.
(i) Total length of 60’ wide Road 12173 Feet
(ii) Total length of 50’ wide Road 2250 Feet
(iii) Total length of 40’ wide Road 34233 Feet
(iv) Total length of 30’ wide Road 10107 Feet
(v) Total length of 150’ wide Road 2880 Feet (under construction)
Total =61643 Feet=20547.6 yards=11.67 miles
• One over head water tank of the capacity of 100000 Gallons and a Tube-Well are functioning.
• There are in all about 16 Parks in Phase-I and Total Area under Parks comes to 160 Kanals. All the Parks are developed.
• Central Park is spread over an area of 50 Kanal having a lake and a small zoo. There is a double storey building over there meant to be used as a Restaurant/Club and library.
8. One mosque is in use of daily prayers and Juma in A-Block of phase-I. It has an Area of 2.25 Kanals. Its covered area is 3059 sqft.
9. Two other mosques are proposed one each in Block-E and Block-F.
10. Sui Gas connections are available in phase-I of the society town.
11. We provide pick and drop to the students/teachers living in the society.
12. In Phase-I the number of fully constructed Houses are 400 and the number of under construction Houses are 75 as on 30-09-2011.
13. Sewerage
The detail of sewerage line laid in phase-I of the society is as under:
Total length of sewerage=51536 feet=17178 yards=9.76 miles.
The capacity of the sewerage water storage is 318056 litres and a pumping unit is also installed over there for draining the sewerage into the main drain.
The different diameters of the pipes used for the purpose are 24”, 18”,12” & 9”.
The length of rain water drainage is 15720 feet=5240 yards=about 3-miles.
14. Electricity
For providing electricity to the residents of phase-I, we had applied to WAPDA for establishing a Grid Station in the society town for making electricity available to both the phases to which they agreed.
As per their demand, a sum of Rs.19715823/- supervision charges were deposited from the year 2000 to the year 2003. 33 kanals & 3-Marlas of land was gifted to WAPDA vide registered deed dated 9-5-2007 to enable them to establish Grid Station. The gift of land was conveyed to WAPDA through a gift deed and the approximate value of land is Rs.16575000/-. Thus total amount of Rs.34600306/- has already been spent for the installation of electricity from WAPDA.
For street lighting electric poles alongwith electric installations have been installed on roads throughout the Society.
At present the electricity is being supplied to the residents through one 400 KVA Transformer and four additional 200 KVA Transformers, which is at present sufficient to meet the requirements of Phase-I residents.
15. Phase-II
a. Total number of Phase-II members are 8547.
b. Total Land purchased for Phase-II is 7182 Kanals
c. Provisional allotment letters of plots to all the eligible members of Phase-II has been issued.
d. We are entering into an agreement with DHA for demarcation of DHA and Society land which separates the lands of both the parties.
e. The Plan of Phase-II is under process.

SALIENT FEATURES OF BYE LAWS OF THE STATE LIFE INSURANCE EMPLOYEES COOPERATIVE HOUSING SOCIETY LTD
Ø Model Bye Laws adopted on 15-03-2010.
Ø Society shall operate within the area of Lahore.
Ø Society is working under Registrar Cooperative Societies Punjab Lahore.
Ø Society is working on self help basis on no profit no loss.
Ø Society shall maintain a residential Housing Society for its members.
Ø To acquire, buy land, houses, buildings and other property for the purpose of establishing housing society.
Ø To prepare plans for houses and other buildings and to construct it through Architects.
Ø To obtain loan from Government for the requirement of Society.
Ø To take steps for the welfare of its members.
Ø To allot plots to members as per Master Plan.
MEMBERSHIP Of State Life Housing Society
Ø Shall be more than 18 years of age.
Ø Be a good moral character.
Ø Purchase at least one share.
Ø Membership be confirmed in coming Annual General Meeting.
Ø Written application with a fee of Rs.5000/-.
EXPELLING OF MEMBERSHIP Of State Life Housing Society
Ø On death .
Ø Ceasing to held at least one share.
Ø Gravely misusing any dwelling occupied by him in the Colony or habitually achieving in a disgraceful manner or in a manner which causing serious offense to his neighbors or unnecessarily involving the Society in litigation or making negative propaganda against the Society.
Ø Unsound mind.
Ø Persistent defaulter in paying installments in time.
Ø Expulsion from Membership can be made by a resolution in the AGM.
GENERAL MEETING
Ø At least one meeting every year.
Ø Quorum 250 members.
Ø 15 days notice to members along with Agenda.
Ø Annual Accounts have to be approved by AGM.
Ø Amendment in Bye-Laws with the approval of AGM.
Ø Admission/expulsion of members with the approval of AGM.
Ø Framing of rules- election committee, building Bye-Laws, service rules and building rules.
MANAGING COMMITTEE
Ø Consists of 15 M.C. Members including President, Vice President, General Secretary and 11 M.C. Members.
Ø Member(s) nominated by Cooperative Department.
Ø Elected for a period of three years.
Ø Due time election is mandatory.
Ø Election through Secret Ballot.
Ø To award contract after getting tenders.
SECRETARY ADMINISTRATION
Ø To look after the administration of the Society.
Ø Will work under the general control of M.C.
Ø Maintenance of paper record.
Ø To summon and attend General Meeting and M.C. Meetings.
Ø To record the proceedings of all Meetings.
Ø To record annual performance of all the employees.
Ø To look into the proper running of office.
