A Foreign Transfer refers to the property transfer process in which the seller or donor resides abroad and cannot personally appear at the DHA office for signing or executing transfer papers.
In such cases, the overseas owner can authorize a trusted representative (authority holder) in Pakistan to complete the transfer on their behalf through attested documents verified by the Pakistan Embassy or Consulate and the Ministry of Foreign Affairs (MoFA) Lahore.

Standard Operating Procedure (SOP) – Seller/Donor Abroad
Below is the complete SOP (Standard Operating Procedure) issued by DHA Lahore for sellers or donors living outside Pakistan:
Step 1 – Nomination of Authority Holder
The overseas seller or donor nominates a trusted person in Pakistan (known as the authority holder) to act on their behalf during the transfer execution.
Step 2 – Preparation of Transfer Documents
The authority holder in Pakistan will:
- Prepare the complete transfer set (including NDC, Site Plan, CVT-1, IT-5 forms, etc.).
- Forward the full set to the seller/donor abroad for attestation.
Step 3 – Embassy Attestation
Upon receiving the documents abroad:
- The seller/donor visits the nearest Pakistan Embassy or Consulate.
- Pays the official attestation fee.
- Signs and gives thumb impressions on all transfer documents in front of the Embassy/Consulate representative.
- The Embassy official verifies, signs, and stamps the documents for authenticity.
Step 4 – Authority Letter Attestation
The seller/donor must also sign and stamp the Authority Letter (on e-stamp paper) before the Embassy representative for further attestation by MoFA Camp Office Lahore.
Step 5 – MoFA Attestation in Pakistan
After the attestation abroad, the authority holder in Pakistan:
- Receives the documents by courier.
- Takes them to the Ministry of Foreign Affairs (MoFA), Camp Office Lahore for final attestation and verification.
Step 6 – Submission to DHA Lahore
Once attested by MoFA:
- The authority holder submits the complete verified documents at the Customer Services Counter, DHA Lahore Main Office (Phase-VI).
